FG open to negotiate with boko haram

The Federal Government has said that it is open to negotiations with the Boko Haram sect in order to find a lasting solution to the security crisis in the country, if the group is willing.
This was disclosed by the Special Adviser to President Muhammadu Buhari on Media and Publicity, Femi Adesina, on Friday, in an interview with the BBC.
In the interview, which was monitored by our correspondent, Adesina said the Federal Government was not ruling out negotiations with the sect if it would put an end to the activities of the group. He lamented that the insurgents had attacked so many villages and killed scores of people.
“These were very vicious attacks. People were killed in scores and it’s so sad,” he said.
The President had during his inauguration speech said he had launched a strategy to deal with the sect by relocating the military headquarters to Maiduguri, Borno State.
When asked whether this would work, Adesina replied, “This is going to work. There are machineries being put in place. It’s going to work. The recent killings by the sect were meant to break our resolve, to weaken it, but that will stop. It remains a priority to him (Buhari) to deal with the group.
“You will notice that his first two weeks of administration were dedicated to tackling the insurgency. He visited Chad and Niger Republics and the following week, the Presidents of those countries also visited him in Abuja.
“The President of Benin Republic and the Defence Minister of Cameroon visited him; machinery is being put in place and once we’re through, we will see the end of the group. The target time for the deployment of the multinational force is July ending; that is in a couple of weeks.”

When the BBC also asked if the Federal Government was considering negotiations with the insurgent group, Adesina replied in the affirmative.
He said, “If they are willing, why not? You know attempts have been made for negotiations in the past and they didn’t work. Every reasonable person would want to see the end to this insurgency. So if they are willing, why not? You can’t rule that out.”

Mexico nabs Beltran Leyva cartel leader


 

The alleged co-leader of the once-mighty Beltran Leyva drug cartel, who is wanted in the United States, was arrested in Mexico City where he had gone to celebrate his birthday, authorities said.
Martin Villegas Navarrete, 38, was detained “without a shot fired” in a trendy district of the capital, where he had traveled to from the Pacific resort of Acapulco, the National Security Commission said on Friday.
A US court issued an extradition request for Villegas in 2011 on drug trafficking and money laundering charges, the commission said in a statement.
In 2008, he was responsible for the smuggling of cocaine to the southern US states of Georgia, North Carolina, South Carolina and Texas, the commission said.
US authorities seized $13 million and 150 kilos of cocaine between 2008 and 2009.
The commission said Villegas and Arnoldo Villa Sanchez shared the cartel’s leadership in October following the capture of Hector Beltran Leyva, whose brothers founded the criminal organization.

Selfie danger during solar eclipse, eye experts warn

Taking pictures of Friday's solar eclipse on a smartphone could put people at risk of blindness, eye experts warn.
The College of Optometrists says the danger comes should people look directly at the Sun as they position themselves for selfies or other shots.
Inadvertently glancing at the Sun - even briefly while setting up a shot - can lead to burns at the back of eye.
Experts advise indirect viewing, using pinholes and facing away from the Sun.

On Friday, the UK will experience a partial solar eclipse - the Moon will pass in front of the Sun, blotting out up to 98% of its disc and putting much of the UK into a morning twilight.
People in Scotland and Northern Ireland are expected to experience the darkest conditions.
For many, this will be the first time they have witnessed the phenomenon in 15 years, but eye specialists say people should not use their camera phones to capture the event.
Daniel Hardiman-McCartney, a clinical adviser at the College of Optometrists, said: "In 1999, when there was the last major eclipse, no-one really had smartphones or took selfies.
"This could potentially be very dangerous because people might be tempted to look at the Sun as they try to get the perfect shot or clip.
"And as the eclipse is a relatively slow process, people might end up accidentally looking at the Sun for minutes."
He said though an image of an eclipse on a screen was not dangerous in itself, people might look around the edges of a phone when framing the photo.
"And when taking selfies, it would be easy to keep glancing back over your shoulder to make sure everything is aligned."
He plans to view the event indirectly on a television screen.

The Royal College of Ophthalmologists says there is no safe method for most of the public to look at an eclipse directly - even using dark filters such as sunglasses or through equipment such as cameras, binoculars or telescopes.
Astronomers use special solar telescopes or filters to protect them.
But eye doctors have seen patients with permanent and incurable solar burns to their eyes, the college's guidance warns.
Pin holes and colanders The Royal Astronomical Society has issued information on the safest ways to view the eclipse.
They include using a pinhole camera to project an image of the eclipse on to a piece of card.
Other options involve using colanders to make multiple pinholes or using specifically designed eclipse viewing glasses.
Experts warn the glasses must be checked for damage first and should be put on before looking up at the sky.

Boko Haram crisis: At least 70 bodies found in Nigerian town

At least 70 bodies have been found dumped outside the town of Damasak in north-eastern Nigeria, after it was recaptured from Boko Haram militants.
The victims appear to have been killed some time ago, as the bodies were partially mummified by the desert air.
Troops from Niger and Chad seized Damasak on Saturday, ending months of control by the Islamist militants.
Earlier, Nigeria's President Goodluck Jonathan predicted Boko Haram would lose all territory within a month.
"They are getting weaker and weaker by the day," he told the BBC on Friday.

Damasak is a trading town in Borno state near Niger's border and is about 200km (120 miles) from the state's main city of Maiduguri.
It was overrun by the militants, who began their insurgency in 2009 to create an Islamic state, at the end of last year.
Many of those found in Damasak had had their throats slits and some had been decapitated. It is not yet known who the victims were.

Chadian army Col Azem Bermandoa Agouna told AFP news agency that he had seen "about 100 bodies spread under a bridge just outside the town".
Together with the Nigerian army, forces from Chad, Niger and Cameroon are involved in an offensive against the Islamist insurgents who began taking over territory about a year ago - after being pushed out of their base in Maiduguri.
Nigeria is preparing to hold presidential elections on 28 March after security concerns led to a postponement of the original date in mid-February.
'Under-rated external influence' President Jonathan's government has been heavily criticised for its failure to end the six-year insurgency in the north-east.
He admitted that the government has been surprised by the group's progress.

"We never expected that [Boko Haram] will build up that kind of capacity. We under-rated their external influence. Since after the civil war we've not fought any war, we don't manufacture weapons, so we had to look for help to re-equip our army and the air force," he told the BBC.
The government has made similar claims in the past about defeating or driving back Boko Haram within a specific period - but these have not been borne out by events.
Boko Haram promotes a version of Islam which makes it "haram", or forbidden, for Muslims to take part in any political or social activity associated with Western society.
Earlier this month, the group pledged allegiance to Islamic State militants, who control large parts of Syria and Iraq and are also active in Libya.
The violence in north-eastern Nigeria has killed more than 15,500 people since 2012.

PDP wants court to stop APC, AP, LP

The Peoples Democratic Party in Delta State has filed a suit at the Federal High Court, Asaba seeking to nullify the eligibility of the candidates of the All Progressives Congress, the Labour Party and the Accord Party in the March 28 and April 11 general elections in the state.
In a suit filed by the chambers of Mr. Akinlolu Kehinde (SAN), the PDP is asking the court to disqualify the candidates of the three political parties standing for election in the state on the grounds that their parties violated sections 85(1) of the Electoral Acts, 2010 (as amended) which provides that political parties should give the commission at least 21 days’ notice of any convention, congress, conference or meeting convened for the purpose of electing members of its executive committees, other governing bodies or nominating candidates for any of the elective offices specified under this act.”
The presiding judge, Justice Olatunregun Ishola, had however ordered that the defendants be served the notice of appearance and adjourned hearing to March 24.
According to the plaintiffs, APC, Accord and Labour Party breached the requisite statute, having held their primaries less than 21 days after the notices they gave to the Independent National Electoral Commission for the holding of their primaries to choose candidates for the 2015 election.
Joined as defendants in the suit are INEC; APC governorship flag- bearer , Olorogun Ortega Emerhor;   Labour Party governorship candidate, Chief Great Ovedje Ogboru ; Accord Party Senatorial Candidate for Delta North , Hon Victor Ochei and 95 others.

Most people think they twerk for me and I get aroused or ‘catch feelings’ but I don’t even respond to stimuli at all. We are just trying to make it look like what they do abroad. You see the likes of Beyonce twerking for Kanye. It is just a stage performance,” Patoranking said.
And as he has a lot of female fans, Patorankng told Saturday Beats that marriage is not on the cards for him as he does not have a girlfriend.
“If I tell you that I want to marry right now, would you not lie me down and beat me? I am single and ready to mingle. Right now, I am just concerned about my career and family. Marriage is not in the question for me. I don’t have a girlfriend. I am not a promiscuous fellow and if I ever need to blow off steam, I would rather make use of soap in the bathroom than be with random girls,” he said jokingly.
The singer also dispelled rumours that he has a love child, claiming that the kid he takes pictures with on social media is his baby brother.
“I don’t have a son; the boy people think is my son is the last born of my mother. He is my brother and he would be ten this year. His name is Rafa. He is my baby brother,” Patoranking said.

In his reply, the President said, “The issue where artistes do not get the maximum benefit they are supposed to get from the music, I think this problem is for government and society because, if people are in the industry and creative, they are supposed to actually benefit from that. What I am promising the industry is that we will work together in the fight against piracy. I think the security agencies are not really giving the attention they are supposed to give. We will work together on that. I will have to nominate some people to work with us.
“What the government will do is to work with you and people from the private sector. It is even to encourage people to build more cinemas. I believe that if we have public places where people will go to watch movies, piracy will be reduced. But in terms of combating piracy, it is like armed robbery. It is a crime with proper intervention but people are still committing robbery. Just like I told you, we must continue to work together; we must continue to use superior intelligence and technologies. It will be difficult for you to say that we have all it takes to wipe out piracy. The key thing is working with people who are in the industry; at least they will know more about the industry. They will work with the government and we will continue to suppress it. I promise that we will set up a small technical committee to work with the government because there are certain things that those in the government will not know. So, we need the private sector to work with us.”

20 Yemen soldiers killed in Al-queada raid



Al-Qaeda fighters have captured the capital of a province in southern Yemen, killing about 20 soldiers, local officials and residents say, just hours after suicide attacks on mosques in the capital Sanaa claimed 137 and wounded 345 people.
Fighters from Al-Qaeda in the Arabian Peninsula were forced to withdraw late on Friday night from al-Houta after holding it for several hours, the officials and residents said.
Two army brigades then entered the city, capital of Lahj province.
There were no reports of any casualties on the side of the fighters.
Houta is only 30km from the Indian Ocean port of Aden, where President Abd-Rabbu Mansour Hadi has temporarily based the government since he escaped from weeks of house arrest in Sanaa by Houthi rebels, who control the capital.
Separately, Ban Ki-moon, the UN secretary-general, has condemned Friday’s attack on the Sanaa mosques, urging all sides to “immediately cease all hostile actions and exercise maximum restraint”.
“All sides must abide by their stated commitments to resolve differences by peaceful means,” Ban said on Friday.

Ukraine conflict: Putin 'was ready for nuclear alert

President Vladimir Putin has said he was ready to put Russia's nuclear weapons on standby during tensions over the crisis in Ukraine and Crimea.
In comments in a documentary aired on state TV on Sunday, Mr Putin said the life of ex-Ukrainian leader Viktor Yanukovych had been in danger.
He also said Russians in Crimea were in danger before Russia annexed it.
In a previously released clip from the film, he said he ordered the annexation weeks before a referendum was held.
Crimea was formally absorbed into Russia on 18 March, to international condemnation, after unidentified gunmen took over the peninsula.
Speaking on the documentary - called The Path To The Motherland - Mr Putin said: "We never thought about severing Crimea from Ukraine until the moment that these events began, the government overthrow".
On putting Russia's nuclear weapons into a state of combat readiness, Mr Putin said: "We were ready to do this."
"[Crimea] is our historical territory. Russian people live there. They were in danger. We cannot abandon them," he added.

He said he used a "closed opinion poll" of Crimeans to judge whether they wanted to remain in Ukraine and found that "75% of the general population desired to join Russia". No details of how the survey was conducted were given by Mr Putin.
Russia initially denied that soldiers who appeared in Crimea without military insignia on their fatigues - dubbed the "little green men" - were Russian.
But Mr Putin subsequently admitted deploying troops on the peninsula to "stand behind Crimea's self-defence forces".
The formal annexation of Crimea sparked unrest in eastern Ukraine in April, when pro-Russian protesters occupied government buildings in Donetsk, Luhansk and Kharkiv demanding independence.
A month later, pro-Russian separatists in Donetsk and Luhansk declared independence from Ukraine after unrecognised referendums.
Ukraine responded by launching an "anti-terrorist operation" against them and the region became engulfed in a conflict which has cost at least 6,000 lives, according to the UN.

The Ukrainian government, Western leaders and Nato say there is clear evidence that Russia is helping the separatists with heavy weapons and soldiers. Independent experts echo that accusation.
Moscow denies it, insisting that any Russians serving with the rebels are "volunteers".
'Good deed' Full details of Mr Yanukovych's escape from Ukraine are unclear although Mr Putin spoke of Russian efforts to evacuate him and threats against his life.
"For us it became clear and we received information that there were plans not only for his capture, but, preferably for those who carried out the coup, also for his physical elimination," Mr Putin says in the film.
He said preparations to extract Mr Yanukovych were made by land, sea and air, saying "heavy machine guns" were placed in Donetsk "so as not to waste time talking".
Russia's Interfax news agency quoted Mr Putin as saying that saving the life of Ukraine's former leader and his family was a "good deed".
The documentary was made by Andrei Kondrashov, a journalist with state-run channel Rossiya-1.
Its airing comes amid speculation over Mr Putin's whereabouts with the Russian leader having not been seen in public since 5 March.
The Kremlin has denied rumours that the president might be sick or even dead and says Mr Putin will meet his Kyrgyz counterpart, Almazbek Atambayev, on Monday.

Shameful act- Akwa Ibom: State where commissioners, others, kneel for Akpabio’s wife

Kneeling, bowing or prostrating for the wife of Akwa Ibom State governor, Mrs. Unoma Akpabio, is a common feature in Akwa Ibom State.
Those who do not tow this line are often considered to be anti-Akpabio’s administration.
A member in the Akwa Ibom State House of Assembly, representing Mbo State Constituency, Mrs. Alice Ekpenyong, knelt before the governor’s wife at the Independent National Electoral Commission office, where they were being presented with the certificates of return in 2011.
Similarly, many of the commissioners in the state cannot stand before Mrs. Akpabio to talk; they must either face a different direction or stoop low before her.
Recently, the Commissioner of Works, Mr. Don Etim, was found kneeling to talk to her during one of the Peoples Democratic Party campaign rallies in the state.
Etim is the Dean, College of Commissioners in the state. He is one of the longest serving commissioners in Akpabio’s administration.
Also a Commissioner for Women Affairs and Social Welfare, Dr. Glory Edet, was recently seen fanning her during the presentation of the 2015 Appropriation Bill to the House of Assembly.
A strong PDP member, Mr. Silvernus Okon, stated that the governor’s wife had no regards for anybody.
He added that even if Etim had wanted to kneel before her, she should have cautioned the man against doing so.
“It is unbelievable that Don Etim, who is old enough to be her father, could descend so low to kneel before her.
“This tells you the type of people that we have in the state. Even if Etim had wanted to kneel for her, we expected her to have stopped him and cautioned him against doing so in future,” he said.
All attempts to get Etim to react to why he knelt before the governor’s wife failed as calls to his mobile telephone set  indicated that it had been switched off.
A text message was also sent to him, which he did not respond to.

Troops pound, recapture more Borno, Yobe towns



The Director of Defence Information, Maj. Gen. Chris Olukolade, has said a combined operation of Air Force and ground forces have dislodged terrorists from more communities in Borno and Yobe states.
Olukolade said the Air Force had carried out several attack missions on identified terrorists enclaves in the operational areas.
He added that ground forces had commenced simultaneous mopping up operations in the areas pounded by the Air Force planes.
He said, “Air Force pounding of identified terrorists’ hideouts is continuing in some locations in Yobe and Borno states as part of ongoing campaign against terror.
“Several sorties are being flown either in conjunction with ongoing ground assault by troops or to dislodge any concentration of terrorists as follow-up to intelligence reports.
“Simultaneous mopping up operations are also ongoing in the areas already operated upon by Nigerian Air Force.”
Meanwhile, an intelligence source said on Sunday that troops were engaged in a fierce battle with the Boko Haram insurgents to recapture Damasak, a border town between Nigeria and Niger Republic.

Threats: Ohanaeze, MASSOB, OPC back Niger Delta militants

Despite widespread condemnation of the war threat by some Niger Delta militants if President Goodluck Jonathan loses the February 14 presidential election, some socio-political and cultural groups in the South-East and the South-West have backed the militants.
The groups made their positions known in separate interviews with Reporters.
At a meeting with the Governor of Bayelsa State, Seriake Dickson, on January 24, which had a former Commander of the Movement for the Emancipation of the Niger Delta, Victor-Ben Ebikabowei, aka Boyloaf; leader of the Niger Delta Peoples Volunteer Force, Mujahid Dokubo-Asari; and Government Ekpudomenowei, aka Tompolo, the militants had threatened unrest if the President loses his second term bid.
The Ohanaeze Ndi’gbo argued that what the militants meant was that if the election is not fair and credible and Jonathan loses, they will reject the result. This, the Igbo group said, “is a right position to take.”
The National Publicity Secretary of Ohanaeze, Mr. Osita Oganah, quoted the All Progressives Congress as also saying if the election was rigged and its candidate, Gen. Muhammadu Buhari (retd.) lost, the party would form a parallel government.
“There’s nothing wrong in that too,” he added.
Oganah stated, “We, the Igbo, are in support of what the militants have said to the extent that they’re putting Independent National Electoral Commission under pressure. Their comments should move the INEC to do its best so that every would-be voter gets his or her Permanent Voter Card. Nobody must be disenfranchised.
“These militants are Nigerians–they belong to this country and want the best for this country. What the militants have said is not out of place. I don’t see any reason why the Temporary Voter Card cannot be used.
“If the electorate is unable to get PVCs, it’s INEC’s fault and not theirs; making that statement is to ensure that if the election is conducted well, Jonathan will win.”
Similarly, the Oodu’a Peoples Congress said the recent attacks on Jonathan’s campaign train in the northern part of the country made the militants to rise in the President’s defence.
The National Coordinator, OPC, Mr. Gani Adams, said, “They are entitled to their opinion. There are different ways of approaching the election. They spoke based on the attacks on Jonathan in Katsina and Bauchi. When some politicians wanted to frustrate (former President Olusegun) Obasanjo in 2002, we (OPC) rose up to confront them.”
In the same vein, the Progressive Movement for the Actualisation of the Sovereign State of Biafra, a breakaway faction of MASSOB, said the militants were right with their position.
The Director of Information, Progressive MASSOB, Mr. Uchenna Madu, said while the group was not political, it shared the general political interest of Igbo people.
He said, “What they said was true. If Jonathan loses the election, there would be a greater height of militancy in the Niger Delta region; if Buhari loses, insurgency will increase. It is on both sides.”
However, the Afenifere Renewal Group stated that the militants were not the electorate that would determine who would win or lose the election.
The National Publicity Secretary, ARG, Mr. Kunle Famoriyo, said the country practises democracy and there should not be dictatorship. He added that the electorate should not be coerced into voting for anybody.
Also, Afenifere condemned the position of the militants.
The spokesperson for the socio-political group, Mr. Yinka Odunmakin, said, “The drumbeats of war from the Niger Delta and the North are unacceptable. We, the Afenifere, condemn the call for war by the Niger Delta militants.
A former Minister of Defence and ex-Chief of Army Staff, Lt.-Gen. Theophilus Danjuma (retd.), had on Wednesday called for the arrest of the militants.
He described their threats as “unguarded and reckless,” warning that “miscreants” must not be allowed to hold the country by the jugular.
